Recreational Fishing Organizations Unite in Support of Pacific Bluefin Tuna

Background
Pacific bluefin tuna (PBT) are distributed across the North Pacific. In the eastern Pacific, they are managed by the Inter-American Tropical Tuna Commission (IATTC), and in the western Pacific by the Western and Central Pacific Fisheries Commission (WCPFC). PBT spawn off Japan and Taiwan and cross the Pacific into Mexican waters as one-year-olds and even younger fish. Upon arrival, they spend time feeding before traveling north along the U.S. West Coast and then back south in a figure-eight migration pattern that can last from two to eight years.
Once they reach spawning age, they return to waters off Taiwan and Japan to spawn and continue the cycle. Actual spawning age is a critical data point. Currently, Pacific bluefin tuna are believed to spawn between three and five years of age. However, there is increasing evidence suggesting Pacific bluefin tuna found off the western U.S. may spawn at a much later age, though additional research is needed. If that proves to be the case, previous assumptions about PBT and their management may need to be reconsidered.
Decades of international commercial overfishing depressed Pacific bluefin tuna populations to historically low levels from 2009 to 2012, with populations falling to as low as 2% of their unfished potential. This precipitous decline prompted efforts to drastically reduce quotas and commercial fishing pressure beginning in 2011. Reduced international commercial fishing pressure, combined with favorable ocean conditions, led to rebuilding the Pacific bluefin tuna populations and increased opportunities for West Coast anglers. Especially important to the recovery was the reduction of small Pacific bluefin tuna harvested in the Western Pacific, primarily by the Japanese commercial fleet.
A Recovery Worth Celebrating, but Challenges Remain
By 2015, increasing numbers of Pacific bluefin tuna were making their way to California and even Oregon and Washington waters each year. This was especially true for larger fish. For the next 10 years, anglers experienced the best bluefin fishing of their lifetimes. In 2024, NOAA Fisheries announced that Pacific bluefin tuna had achieved a major milestone by exceeding international recovery targets a decade ahead of schedule. That positive news also ushered in growing commercial quotas and renewed concern among West Coast anglers, the sportfishing industry, and recreational fishing organizations that the 2009 to 2012 population crash not be repeated.

Why Additional Science Matters for Pacific Bluefin Tuna
There is still much more to learn about PBT to properly manage their long-term health. That is one reason why a coalition of five leading recreational fishing organizations, American Sportfishing Association, Coastal Conservation Association National, Coastal Conservation Association California, International Game Fish Association, and Wild Oceans, has recently joined forces to support a new scientific initiative led by researchers at Stanford University to better understand and protect Pacific bluefin tuna.
The study, led by Dr. Barbara Block and Dr. Emilius Aalto of Stanford’s Hopkins Marine Station, will draw on more than two decades of electronic tagging data, including over 10,000 days (approximately 27 years) of tracking from 450 Pacific bluefin tuna, to model the effects of multi-year migrations on population dynamics across the Pacific Ocean. In addition, otolith and microchemistry data will be incorporated where available.
The goal is to improve our understanding of Pacific bluefin tuna biology and migration patterns so future management decisions can be based on the most complete scientific information available. This support from recreational fishing organizations is both valuable and important to the future health of the species, as well as to the interests of anglers and the recreational fishing industry that depends on healthy bluefin tuna populations.

Why Recreational Anglers Need a Seat at the Table
The recreational fishing community has a long history of leadership and funding to help ensure that marine fisheries remain healthy for future generations. Our motivation comes from several places. The recreational fishing industry depends on healthy fisheries for its future success. Older anglers also want their children and grandchildren to enjoy the same fishing opportunities, experiences, and personal relationships they have enjoyed. Our perspective and involvement have benefited fisheries because they serve as a buffer to a common commercial fishing perspective focused on maximizing catch.
There are two main reasons why the recreational fishing community must be more involved with PBT.
Reason #1: The Future PBT Population Needs U.S. Recreational Fishing Community Involvement to Balance Foreign Commercial Pressure on the Fishery
Around the world, bluefin tuna management has historically been dominated by economics, science, and politics that reflect the perspectives and interests of the international commercial fishing community. That is one reason why bluefin tuna populations in all three oceans, the Atlantic, Indian, and Pacific, have experienced significant depletion over the last 30 years, requiring serious recovery efforts.
In the Atlantic, the recreational fishing community has played a larger role in bluefin tuna management than we currently do in the Pacific. Atlantic bluefin tuna have benefited from our perspective and interests, and Pacific bluefin tuna need that same support. The recent coalition of five leading recreational fishing organizations supporting additional science for PBT is an important first step. If this magnificent fish is going to enjoy an abundant future, it will be due in part to adding new and cutting-edge science to what is already known about the species.
Reason #2 Our Interests Deserve to Be Heard and Protected
Pacific bluefin tuna are critically important economically to the fishing industry and socially to California and other West Coast anglers. If we are not more directly involved in the management of PBT, the legitimate interests of the U.S. recreational fishing community will not be heard.
When one considers the costs associated with a recreationally caught Pacific bluefin tuna, including boats, fuel, dockage, maintenance, insurance, tackle, bait, crew, sport boat tickets, travel from non-coastal cities and states, and more, the economic impact is substantial. Multiplied across thousands of boats and tens of thousands of anglers, the economic value generated by a recreationally caught PBT dwarfs that of a commercially caught fish. Yet this economic value is not currently given meaningful consideration in the management process.
Research suggests that under 9 of 11 projected scenarios, U.S. recreational catch of PBT in the eastern Pacific could decline despite overall population growth (ISC 2024, Table 6.2) and increasing quotas and harvest by foreign commercial fishing operations.
The value of a Pacific bluefin tuna to a U.S. recreational angler goes far beyond its economic value. Whether anglers live on the West Coast or travel from elsewhere in the country, many consider PBT the ultimate prize in recreational fishing. The unique experience of catching a bluefin on rod and reel, the excitement of the bite, the strength of the fish, landing it at the boat, and sharing the catch with neighbors creates bonds among friends and family and stories that last a lifetime. U.S. anglers care deeply about their opportunity to catch these fish.
It is neither fair nor reasonable for U.S. anglers and the recreational fishing industry that depends on PBT to receive less consideration than foreign commercial interests during the management process. The priority of the U.S. recreational fishing community is to help ensure the long-term health of the PBT fishery while maintaining reasonable access to it. Continued involvement by U.S. recreational fishing organizations will be essential to ensuring that priority is met.
